Municipal Corporation had hired workers on contract basis for cleaning the city. But the salaries of 548 workers were being paid online to keep the sanitation workers in service. Therefore, 548 sanitation workers were said to be retained in the service. However, it is learned that the government has instructed only 155 workers to remain in service. So what is the future of the rest of the workers?

In order to keep the workers in service, it was suggested to pay the salaries of the seasonal workers online. But due to the order of the Urban Development Department, there was a sharp rise in the payment of salaries. It was ordered not to conduct tender process for cleaning work on seasonal basis. Also 548 cleaning workers were instructed to pay online. But some had run to court objecting to the process of making 548 workers permanent. This caused a break in the process of making it permanent. However, the settlement of the dispute in the court had removed the impediment in the process of retaining the workers.

शहराच्या स्वच्छतेसाठी महापालिकेने कंत्राट पद्धतीने कामगार घेतले होते. पण स्वच्छता कामगारांना सेवेत कायम करण्यासाठी 548 कामगारांचे वेतन ऑनलाईन  देण्यात येत होते. त्यामुळे 548 स्वच्छता कामगार सेवेत कायम केले जाणार असल्याचे सांगण्यात येत होते. मात्र केवळ 155 कामगारांना सेवत कायम करण्याची सूचना शासनाने केली असल्याची माहिती उपलब्ध झाली आहे. त्यामुळे उर्वरित कामगारांचे भवितव्य काय, असा मुद्दा उपस्थित झाला आहे.

कामगारांना सेवेत कायम करण्याच्यादृष्टीने स्वच्छता करणाऱया हंगामी कामगारांचे वेतन ऑनलाईन देण्याची सूचना केली होती. पण नगरविकास खात्याच्या आदेशामुळे वेतन देण्याचा तिढा निर्माण झाला होता. हंगामी तत्त्वावर स्वच्छतेचे काम करण्यासाठी निविदा प्रक्रिया राबवू नये, असा आदेश दिला होता. तसेच 548 स्वच्छता कामगारांना ऑनलाईन वेतन देण्याची सूचना करण्यात आली होती. पण 548 कामगारांना कायमस्वरूपी करण्याच्या प्रक्रियेला आक्षेप घेऊन काहींनी न्यायालयात धाव घेतली होती. यामुळे कायमस्वरूपी करण्याच्या प्रक्रियेला ब्रेक लागला होता. मात्र न्यायालयातील वाद निकालात लागल्याने कामगारांना सेवेत कायम करण्याच्या प्रक्रियेतील अडथळा दूर झाला होता.

548 पैकी केवळ 155 कामगारांना सेवेत कायम करण्याची सूचना करण्यात आली असल्याची माहिती उपलब्ध झाली आहे. महापालिकेत 635 स्वच्छता कामगारांची पदे मंजूर असून यापैकी रिक्त पदे भरण्याची सूचना करण्यात आली होती. त्यामुळे सेवेत कायम करण्यासाठी शासनाकडून 2017 मध्ये अधिसूचना जारी करण्यात आली होती. त्यावेळी 318 पदे रिक्त होती. पण यापैकी 153 कामगार यापूर्वीपासून हंगामी तत्त्वावर काम करीत असल्याने त्यांना सेवेत कायम करण्यास प्राधान्य देऊन उर्वरित पदे भरण्याची सूचना शासनाने केली आहे. त्यानुसार केवळ 155 कामगारांना सेवेत कायम करण्यात येणार असल्याची माहिती उपलब्ध झाली आहे. पण उर्वरित 393 स्वच्छता कामगारांचे काय? असा मुद्दा उपस्थित झाला आहे.

 बेळगाव महापालिकेकडून 155 सफाई कामगारांची थेट भरती केली जाणार असून, त्याची प्रक्रिया महापालिकेने सुरु केली आहे. यासाठी आयुक्त डॉ. रुद्रेश घाळी यांच्या अध्यक्षतेखाली एक समिती स्थापन करण्यात आली आहे. त्या समितीची बैठक आज महापालिकेत झाली. त्यात सफाई कामगारांच्या भरतीसाठी वेळोवेळी राज्य शासनाकडून बजावण्यात आलेल्या अध्यादेशांचा अभ्यास करण्याचा निर्णय झाला.
